For any enquiries and/or clarification, please submit in writing by email to the Secretariat of the HKV-Award of AVS with details as stated below. Verbal enquires and late enquiries will not be entertained. 

Submission of Tenders 

Tenderers are requested to make a submission to AVS in paper or electronically no later than the closing time of 4:00pm, 5 January 2024 (Hong Kong Time).  

Paper-based tender is required to be submitted by hand to Room 602, Duke of Windsor Social Service Building, 15 Hennessy Road, Wanchai, Hong Kong.  

Electronic submission is required to be sent to hkva-tender@avs.org.hk. The total file size of all documents for each submission is limited to 10 megabytes. If the total file size is over the limit, you should split the files into portions that are below the limit and submit the portions of files in multiple submissions. AVS accepts documents with extension - .doc (MS Word 2003), .docx (MS Word 2007, 2010), .pdf (Adobe Acrobat 7), . xls (MS Excel 2003), .xlsx (MS Excel 2007, 2010), .gif (GIF format), .jpg (JPEG format) and .bmp (Bitmap format). Moreover, you can compress the above types of files into a zipped format file with extension .zip. All file names should be in English. Only the following characters are accepted: a-z, A-Z, 0-9, underscore “_”, full stop “.”, hyphen “-”, ampersand “&”, left parenthesis “(” and right parenthesis “)”. All files should NOT be password protected. 

An open tender procedure would be adopted for this Tender Invitation. Tenderers are entitled to attach to their submissions other relevant supporting documents. Late or incomplete submissions will not be considered. 

If tropical cyclone signal No.8 or above is hoisted, or black rainstorm warning signal or “extreme conditions” announced by the Government is/are in force at any time between 9:00am and 4:00pm (Hong Kong Time) on the Tender Closing Date, the closing time for this Tender Invitation will be postponed to 12:00nn on the first working day (Monday to Friday, excluding public holidays) after the tropical cyclone signal No.8 is lowered or the black rainstorm warning signal or the “extreme conditions” announced by the Government has/have ceased to be in force.

Remarks 

1. Open tendering is adopted. All interested service providers are invited to tender. The qualifications/conditions for participation and other tender requirements are stipulated in the tender document. 
2. AVS may at any time before the original Tender Closing Date and at its sole discretion extend or amend the Tender Closing Date. 
3. AVS shall make any changes to this Tender Document which is considered necessary or desirable for the successful completion of the service agreement. Any queries or suggestions for amendments to this Tender Document shall be referred to AVS for clarification or instructions regarding further action. 
4. There is no implied obligation for AVS to procure any of the proposals submitted, nor AVS is bound to accept the proposal of the lowest cost or any one of the proposals received. AVS reserves the right to negotiate with any tenderer about the terms of the offer and accept the tender which AVS at its sole discretion considers to be the most advantageous overall to AVS. 
5. All costs and expenses incurred for or in connection with any response to this Tender Invitation, including the preparation and/ or submission of the tender, shall be entirely the responsibility of the interested parties.
